Sexual Assault Prevention & Response

Sexual Assault Prevention & Response (SAPR)

The U.S. Navy’s Sexual Assault Prevention and Response (SAPR) program provides comprehensive support to victims of sexual assault. Services are available regardless of the victim’s relationship to the offender or when or where the assault occurred.

Sexual assault includes a range of intentional, non-consensual sexual acts. The most serious offenses include rape, sodomy, and forced sexual contact. All forms of sexual assault are crimes and are never tolerated within the Department of the Navy. Effective response and prosecution require close coordination with law enforcement and legal partners.

Prevention is a shared responsibility. Active intervention—recognizing risk and stepping in early—is essential to reducing sexual assault and promoting a culture of respect and accountability across the fleet.

Our Mission

Prevent and respond to sexual assault by delivering focused education, compassionate advocacy, comprehensive response, and fair adjudication. The SAPR program supports professionalism, respect, trust, and Navy mission readiness.

Our Vision

Foster a culturally aware and informed Navy that is respectful of all, intolerant of sexual assault, and supported by a unified program of prevention, advocacy, and accountability.
